William Russell Robinson has been actively involved in the political process since 1974. A 1960 graduate of Schenley High School in Pittsburgh, he served on Pittsburgh City Council from 1978 to 1985. On Council, he chaired the Committee on Planning Housing and Development, the Supplies Committee and the Committee on Business Practices and Investment Policies.
A 1964 Ohio State University graduate, Robinson was elected to represent the 19th Legislative District in 1988, replacing K. Leroy Irvis. He served on the Appropriations, Intergovernmental Affairs, and Tourism and Recreational Development committees, and on the Educational Committee as the Democratic Chairman of the Subcommittee on Higher Education. He has also served on the Health and Welfare, and Urban Affairs committees.His service in the Pennsylvania House of Representatives spanned 14 years.
A lifelong resident of Pittsburgh, Robinson served the public long before his election to public office. In 1972, he earned a masters degree in political science from Duquesne University. Robinson taught at Point Park University, Carlow University, the University of Pittsburgh and Community College of Allegheny County. He taught history, political science, African-American history, urban affairs and public administration. He is presently a member of Allegheny County Council, serving a four (4) year term and Adjunct Faculty at Carlow University. Bill Robinson is pursuing both his passion for politics and teaching. He presently serves as Chair of the Budget and Finance Committee of Allegheny County Council. He is also an active member of the Committees on Health & Human Services, Public Works, Government Relations, and Appointment Review. In addition, Council Member Robinson serves on Special Committees of Government Reform, Property Assessments, and the County Commissioners Association of pennsylvania and is Council's representative on the Professional Services Committee. Council Member Robinson is the Vice-Chair of the Board of Trustees of the Community College of Allegheny County. He has served on the board since 1997 and also serves as Chair of the External Relations Committee.
On June 7, 2005 County Council Member William Russell Robinson was named to the Board of Fellows of the Institute of Politics, (University of Pittsburgh) for the second time. Charged with helping to shape the Institute's policy and programs, the Board of Fellows is made up of members of Western Pennsylvania's local, state, and national elected officials, and foundation, business, and media leaders.
